Let it rest for about 10 minutes, covered with a clean cloth. This allows the masarepa to fully hydrate, resulting in softer arepas.
  2. Meanwhile, prepare the mac and cheese filling. In a separate mixing bowl, melt 1 tablespoon of butter in a non-stick skillet over medium heat. Add 2 tablespoons of all-purpose flour and whisk constantly for about 1 minute, creating a roux. Gradually whisk in 1 3/4 cups of milk, ensuring no lumps form. Season generously with salt and pepper. Bring the mixture to a gentle simmer, stirring frequently.
